Business
Development
Commissioner McCarty created the Business Development unit to promote the benefits of expanding or moving
lines of business to Florida and facilitating the process for new and established insurance companies. The
primary role of the unit is to identify solvent companies, communicate the positive aspects of the Florida
marketplace, and encourage them to apply for licensure here.

Company Admissions
The Company Admissions unit is responsible for the receipt of all company
applications and the coordination of the Office's review of such
applications prior to granting approval to a company to sell insurance in
the state of Florida.

Legal Services
The Legal Services Office provides advice and counsel to the Office of
Insurance Regulation. The Legal Services Office reports to the General Counsel and handles litigation in
state and federal courts, informal administrative hearings, hearings at the Division of Administrative
Hearings, arbitration proceedings and cases pending in any other forum. The Legal Services Office also
reviews applications for new companies, works with the examiners on regulatory issues, and handles the
issuance of rules, orders, and other legal documents produced by the Office of Insurance Regulation.

Legislative Affairs
The Legislative Affairs Office is responsible
for the development, coordination, and
communication of the Office of Insurance
Regulation's (OIR) legislative and budget
priorities. Legislative Affairs prepares and
presents legislative and budget priorities to
the Executive Office of the Governor (EOG) and
the Florida Legislature. Legislative Affairs is
responsible for establishing and maintaining
contacts on legislative matters with the EOG,
Florida Legislature, and other state and federal
agencies. Legislative Affairs communicates with
legislative members and their staffs on
administrative and policy matters affecting the
scope of insurance programs and activities of
OIR. Legislative Affairs maintains a general
oversight role in relation to legislative
activities throughout OIR.

Life and Health Financial Oversight
This unit monitors the solvency of life and health insurers and managed care entities licensed to do
business in the State of Florida. The Unit reviews all insurers desiring entrance into the Florida
marketplace, as well as any material changes of ownership of insurers domiciled in Florida.

Life and Health Product Review
This unit is responsible for receiving and processing for approval life, annuity, health, health
maintenance organization, discount medical plan, continuing care retirement, health flex plan, and credit
life/disability policies and contracts that are sold to Florida residents. This division is also
responsible for approving insurance rates and actuarial justifications for these products.

Market Investigations
This unit is the enforcement and compliance unit for the office which monitors the activities of
authorized Life & Health and Property & Casualty insurers within the Florida insurance marketplace to
assure proper compliance with the Florida Insurance Code.

Market Research and Technology
The Market Research and Technology Unit serves as the information clearinghouse for the collection and
dissemination of public data for the Office. The unit ensures the efficient and transparent management of
the collection, validation, and analysis and subsequent republication of data, information and resource
materials relating to the oversight and development of Florida’s insurance markets for the Florida
insurance consumer’s ultimate benefit as well as providing analysis and discussion on national and
international levels regarding insurance issues important to Florida.

Property and Casualty Financial Oversight
This unit is responsible for monitoring the financial condition of property
& casualty, title insurers, and
self-insurance funds through the review of applications, ongoing financial analysis, periodic financial
examinations and appropriate regulatory action.

Property and Casualty Product Review
This unit is primarily responsible for the review of property and casualty forms and rate filings for
personal and commercial property and casualty lines of coverage. These include, but are not limited to:
homeowners, mobile homeowners, dwelling fire and allied lines, private passenger automobiles, personal
liability, personal umbrella liability, personal inland marine, farm owners, auto and home service
warranty, burglary and theft, commercial fire and allied lines, glass, boiler and machinery, fidelity,
surety, financial guaranty, and mortgage guaranty.

Specialty Product Administration
This unit is responsible for the regulation and oversight of insurance administrators, continuing care
retirement communities, motor vehicle service agreement companies, home warranty associations, services
warranty associations, service warranty manufacturers, premium finance companies, donor annuities, legal
expense corporations and viatical settlement providers.
