Pursuant to Section 39 of Senate Bill 1980, passed during the 2006 Legislative Session,
the Florida Office of Insurance Regulation (Office) was charged with developing
an objective home structure rating system that will allow homeowners to evaluate
the relative ability of Florida properties to withstand the wind load from a sustained
severe tropical storm or hurricane. The Office completed the Report on March 30,
2007 and the Advisory Board members unanimously recommended its findings. The Report
was written in consultation with representatives from the Florida Department of
Community Affairs, the Federal Alliance for Safe Homes, the Florida Insurance Council,
the Florida Home Builders Association, the Florida Manufactured Housing Association,
the Risk Management School at Florida State University, the Institute for Business
& Home Safety, and Mercedes Homes of Central Florida.
