Florida Office Of Insurance Regulation Announces Staff Changes

Tallahassee - Florida Insurance Regulation Commissioner Kevin McCarty announced new staff changes in the Florida Office of Insurance Regulation effective May 1, 2005 with several members of his staff assuming new roles in the Office.
 
"Staff at the Office of Insurance Regulation did a phenomenal job during the 2004 Hurricane Season," McCarty said. "The re-structuring of staff and utilization of key personnel will allow the agency to continue to excel in meeting the needs of all of our customers."
 
David Foy has been appointed as the new Chief of Staff. Foy will be overseeing the Legislative Affairs Office, Cabinet Affairs Office, Communications Office, personnel, budget, technology and contracting.  Prior to joining the Office, he worked in the public sector for over a decade with the Florida Department of Education, the Parole Commission, the Department of Insurance, and the Board of Regents. He earned a bachelor's degree in political science and a master's degree in public administration from Florida State University.
 
Audrey Sumrall has been appointed as the new Director of Legislative and Cabinet Affairs. Prior to joining the Office, she served in the Governor's Office in both the External Affairs and Appointments offices, respectively. She earned a bachelor's degree in political science from Florida State University.
 
A new unit in the Office, Business Development and Market Research, will be responsible for the expansion and retention of companies in the Florida marketplace and serve as the information clearinghouse for the collection and dissemination of public data for the Office. The Application Coordination Section will also be overseen by this unit.
 
Sharon Binnun, CPA has been appointed as the new Deputy Commissioner, effective June 1. Her primary responsibilities will include promoting the opportunities for insurance companies to enter or increase their presence in the Florida marketplace and company applications.  Binnun previously served as Senior Insurance Consultant at Thomas Howell Ferguson CPA firm. She has nearly twenty years experience as a CPA in the public and private sector including as CFO of a multi-state professional services firm and as Chief Examiner at the former Florida Department of Insurance. She earned a bachelor's degree in accounting from Florida State University and a master's degree in professional accounting from the University of Miami.
 
Dr. Ray Spudeck has been appointed as the new Director of Market Research/Senior Research Economist. Prior to joining the Office, he served as Manager of the Financial and Insurance Market Research Group of the National Association of Insurance Commissioner's (NAIC) Securities Valuation Office (SVO) in New York and as a college professor. He earned a bachelor's degree in finance from the University of Texas at El Paso and a doctorate in finance from Texas Tech University.
 
Tom Zutell has been appointed as the new Director of Business Development and Technology Initiatives. Zutell previously served in the Office as a Research and Planning Analyst. Prior to joining the Office, he worked in the public sector at the Florida Departments of Education and Insurance and in the private sector. He earned a master's degree in mass communication and a Juris Doctorate from the University of Florida.
 
Valerie Beynon, APR has been appointed as the new Deputy Director of Strategic Communication. Beynon previously served in the Office as Director of Communication. Prior to joining the Office, she served as Director of College Relations at Bainbridge College and has worked in the communications field for over sixteen years. She earned a bachelor's degree in public relations from Florida State University and an Accreditation in Public Relations (APR) from the Florida Public Relations Association.
 
Rich Robleto has been appointed to Deputy Commissioner of Life and Health. He previously served in the Office as Director of Life and Health Product Review. Prior to joining the Office he spent over twenty-five years in the life and health insurance industry at Blue Cross Blue Shield of Delaware and AllNation Life Insurance Company. He earned a bachelor's degree in mathematics from Temple University and a master's degree in business administration from the University of Delaware and is a Chartered Life Underwriter (CLU), a Fellow in the Life Management Institute (FLMI) and a Health Insurance Associate (HIA).
 
Monica Rutkowski has been appointed as the new Director of Life and Health Product Review effective May 23, 2005. Rutkowski previously served as the Bureau Chief for Prevention and Early Interventions for the Florida Department of Health. She has worked for over twelve years in the public sector at the State Office of the Auditor General and the Office of Program Policy Analysis and Governmental Accountability. She earned a bachelor's degree in psychology from the University of Connecticut, master degrees in social work and public administration, certification in health services administration from Florida State University and is currently concluding a doctorate degree in policy and program evaluation and leadership at Florida State University.
 
Al Willis, CPA has been appointed as the new Director of Life and Health Financial Oversight. Willis previously served in the Office as Director of Specialty Product Administration. He has served for over twenty-five years in the public sector for the Florida Department of Insurance, Department of Environmental Regulation and Board of Regents. He earned a bachelor's degree in accounting from Florida State University.
 
Jovita C. Ashton, CPA has been appointed as the new Director of Specialty Product Administration. Ashton previously served in the Office as Director of Life and Health Financial Oversight and Financial Administrator in the Bureau of Specialty Insurers. Prior to joining the Office, she served for over thirty years in the public and private sector at the Florida Lottery, Florida State University, Billy F. Ketcham, PA, CPA's and People's Bank of Tallahassee. She earned her bachelor's degree in accounting from Florida State University. She is also a member of the Florida Institute of Certified Public Accountants and the American Institute of Certified Public Accountants.

The Market Investigations Division will now be overseen by the Legal Services Division.
